Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Significant resources is allocated on containing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Following this, a automatic firearm engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.
Political Considerations
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
